COVID-19 EMERGENCY RESPONSE FUND
United Way Central & Northern Vancouver Island (UWCNVI), as the Community Entity for the Nanaimo Homeless Coalition Community Advisory Board (CAB) in Nanaimo, is pleased to open applications for emergency funding under the Reaching Home COVID-19 Economic Response Plan to support organizations in the homeless-serving sector responding to the COVID-19 pandemic. This call is for both the Nanaimo Designated Community Stream and Nanaimo Indigenous Homelessness Stream.
$40,000 available for Emergency Response for Client Support Services to be administered by the UWCNVI.
- $20,000 Designated Community Stream
- $20,000 Indigenous Homelessness Stream
Emergency funding requests for up to $2000 will be accepted and must be directly related to the COVID-19 pandemic response and the human and material repercussions it generates. This application process is open on a rolling basis.
The objective of this funding is to support organizations who are providing emergency basic needs services to those experiencing or at risk of homelessness during the COVID-19 pandemic, through activities under Client Support Services (Section D) of the updated COVID-19 Reaching Home Directives, linked here. These are small grants to help support emergency response as needed.
Eligible recipients for Indigenous Homelessness funding include: Not-for-profit organizations; Indigenous organizations (Indigenous organizations may include, but are not limited to, incorporated for-profit and not-for-profit Indigenous controlled organizations, Indigenous controlled unincorporated associations, Indian Act Bands, Tribal Councils and Indigenous self-government entities); and, Municipalities.
For-profit organizations may be eligible for funding provided that the nature and intent of the activity is non-commercial. Eligible recipients for Designated Communities funding include: Not-for-profit organizations; Municipalities; Indigenous organizations (Indigenous organizations may include, but are not limited to, incorporated for-profit and not-for-profit Indigenous controlled organizations, Indigenous controlled unincorporated associations, Indian Act Bands, Tribal Councils and Indigenous self-government entities); and Public health and educational institutions. For-profit organizations may be eligible for funding provided that the nature and intent of the activity is non-commercial.
Client supports/Basic needs services
Client support services include individualized activities to help improve integration and connectedness to support structures, such as the provision of basic needs and treatment services. They may also include services to support the economic, social and cultural integration of individuals and families.
To reduce the potential for infection and transmission among people experiencing homelessness and those who work with them, communities may wish to use Reaching Home funds to, for example:
- increase the frequency of cleaning with disinfectants in, for example, shelter facilities and high traffic areas
- acquiring and/or providing shelter beds and physical barriers to be placed between beds
- provide individuals moved off-site from a shelter with access to food and transportation, and
- purchase personal hygiene products (for example., soaps), personal protection equipment (for example, gloves, masks, gowns, shoe covers), cleaning equipment and cleaning/disinfectant supplies
Any activities that would improve the ability of the community and service providers to respond to the risks posed by COVID-19 to people experiencing or at risk of homelessness will be considered.

For the purpose of this application call, the Community Advisory Board of Nanaimo may consider applications from organizations providing COVID-19 response services in the Nanaimo area.
Funding under this application call will be available to support projects from July 1, 2020 – March 31, 2021. We encourage you to submit your application as soon as possible.
All funded projects are required to submit a final report 60 days after March 31, 2021 which will include:
- Final financial report on budget and actual expenses
- Final reports on project activities, service statistics and outcomes
Applications are open on a rolling basis, however, we recommend applying as soon as possible.

What Is Reaching Home?
The Government of Canada's Reaching Home: Canada's Homelessness Strategy, is a federal program that aims to prevent and reduce homelessness.
It provides funding to communities large and small across the country and puts decision-making in the hands of local stakeholders and service providers.
Locally, United Way Central & Northern Vancouver Island distributes funds and provides administrative support to a Community Advisory Board that decides where funding goes.
Reaching Home is funding a range of services, including:
- providing housing
- helping people to keep their homes thereby preventing homelessness
- connecting people in need to things like medical supports, or helping them apply to resources like employment insurance
- during the COVID-19 pandemic, it’s also funding service providers to adapt to new health requirements and continue providing services, as well as supplying the homeless with masks, hand sanitizer and temporary housing in which to isolate.
Reaching Home is also collecting information to make sure that local strategies are working, and requiring communities to create a consistent process for those in need to apply for and access services.

What is United Way CNVI's role with Reaching Home?
United Way CNVI has been designated a Community Entity (CE) by Reaching Home. That means we hold funding provided by the federal government, we direct funding to agencies and programs after the Community Advisory Board (CAB) has made a decision on where funding should go, and we provide administrative support as well as advice to CABs.
United Way CNVI is the CE for Nanaimo and the Cowichan area, working with CABs in both areas. In Nanaimo, the CAB consists of the voting members of the Nanaimo Homeless Coalition. United Way CNVI has been the CE in Nanaimo for more than five years, and the CE in the Cowichan area for even longer. We've been able to leverage our existing relationships with local agencies, our knowledge of local programs, and our years of study of local needs to help direct funding to truly impactful initiatives. As part of Reaching Home, we're not only getting people help and housing, but keeping our neighbours from losing their homes in the first place.
